If machine systems become strong planners and bounded operators without becoming dependable general cognitive or physical substitutes, and public, cooperative and regional institutions align grids, cooling, water, buildings, maintenance, care, education and climate adaptation, the major 2031 change is a labour-using physical renewal cycle. Worker and community authority directs automation toward hazardous and administrative tasks; paid physical and relational work remains substantial.
