Possible future 3 of 6 · W03
AI wealth stays with the powerful
AI can do much of today's office work cheaply, but a small group controls the systems, money and access.

This is a scenario, not a prediction or probability. It is a deliberately testable possible condition used to see how product demand changes.
How this future develops
Now
Where we are
A small number of organisations already control much of the computing power, data and distribution behind advanced AI.
World shift
What would change
AI replaces a large amount of paid digital work before society agrees how to share the income and power it creates.
2031
What life could feel like
Owners gain while many households lose spending power. High-quality healthcare, education and human attention become harder to afford.
Why the apps would change
People need products that protect access, stretch scarce money, challenge unfair decisions and help communities share resources.
The condition the research tested
If the same general cross-domain cognition and near-zero matched cognitive-cost gates are crossed, but compute, model, identity, payment, distribution and physical infrastructure ownership stays concentrated, paid cognitive work breaks before broad ownership or adequate transfers form. Labour income, household buying power and total demand contract while owner and security investment continues. Scarce health, education, climate protection and human attention become asset-gated, and status and belonging shift toward owner-controlled credentials and synthetic attention.
Causal chain
- The full transformative cognition conjunction crosses.
- Matched cognitive labour cost approaches zero and paid cognitive work breaks.
- Concentrated owners capture first-round returns.
- Labour income and payroll tax fall before broad replacement income forms.
- Household buying power and total demand contract while strategic investment continues.
- Physical scarcity gates housing, health, education and climate protection by asset, location and credential.
- Contribution and status shift toward owner credentials, protected service roles and unpaid survival work.
- Synthetic attention offers relief but can replace reciprocal contact and staffed institutions.
- Trust, agency, time structure, belonging and remedy diverge by class, citizenship and region.
What we had to assume
- The full cognition and diffusion conjunction occurs.
- Compute, identity, payment and distribution ownership remains concentrated.
- States fail to replace labour income and payroll tax fast enough.
- Physical scarcity and platform credentials convert concentration into durable access and status gates.
What nobody knows yet
- How long demand contraction can coexist with high infrastructure investment.
- Whether courts, labour coalitions or states socialise returns.
- Whether family, faith and mutual aid absorb lost work roles.
- Whether synthetic use causes or accompanies isolation and distrust.
Evidence used to frame this world
observation · W03-E01
Cloud, chip and model relationships show capital and control concentration, while labour exposure does not prove displacement.
Source records: AC-21, EWF-20, EWF-22, EWF-04
Important limit: Concentration varies by market definition and exposure is not realised job loss.
scenario-condition · W03-E02
The same full capability, matched-cost and diffusion conjunction as W02 is crossed.
Source records: src-oecd-ai-trajectories-2026, src-metr-long-tasks-2025, src-international-ai-safety-report-2026
Important limit: Conditional stress path, not a reported arrival.
inference · W03-E03
Concentrated owners capture machine returns; labour income and payroll tax fall before adequate replacement income, weakening household demand while frontier investment remains high.
Source records: src-imf-ai-future-work-2024, EWF-14, EWF-15, EWF-20
Important limit: No economy-wide causal estimate validates the full chain.
projection · W03-E04
Grid, water, chip, network and finance constraints give infrastructure owners scarcity returns despite cheap cognition.
Source records: PC-S01, PC-S02, PC-S03, PC-S13, E13
Important limit: Projected demand and plans do not prove delivered capacity or fixed returns.
policy-intent · W03-E05
AI, identity, safety and infrastructure rules expand but can entrench incumbents when compliance and appeal are costly.
Source records: AC-25, AC-30, horizon.geopolitics-governance-security.s13, horizon.geopolitics-governance-security.s15, horizon.geopolitics-governance-security.s21
Important limit: Rules do not prove exclusion, enforcement or remedy.
observation · W03-E06
Relational-system studies are short and mixed, while mental-health and human-service capacity is unequal.
Source records: SC-AI01, SC-AI02, SC-G05, SC-G06
Important limit: Selection and short duration prevent a universal causal claim.
unknown · W03-E07
The duration of weak household demand alongside high strategic investment and the political response to owner concentration are unresolved.
Source records: EWF-20, horizon.geopolitics-governance-security.s21
Important limit: No comparable global series settles the feedback.
