Capable islands preserve bounded cognition and machines, while cross-border, remote and low-capacity settings suffer repeated degradation, document discontinuity and unequal recovery. Paid repair, care, logistics, security and administration remain substantial; citizenship, location and institutional capacity allocate protection and remedy.
